The Government of the Northwest Territories (GNWT) is seeking a proponent to provide technical expertise to assist with shaping the territory’s first-ever Mineral Resources Act.  At this stage we are issuing a Request for Qualifications to find the right proponent for the job.

Technical Assistance with Development of Mineral Resources Act

As a territory, the Northwest Territories (NWT) is established by federal legislation rather than by the Constitution and has the jurisdiction granted to it by its establishing legislation. In 2014, the Government of Canada amended the Northwest Territories Act to devolve jurisdiction over lands and resources to the territorial government. The GNWT Department of Industry, Tourism and Investment is now seeking assistance with the development of a comprehensive legislative, regulatory and policy framework suited to the unique circumstances and requirements of a polar region with economic development challenges. 

Currently, natural resources are the NWT’s main economic driver, accounting for as much as 40% of our GDP and 99% of our exports. While there is huge potential for growth in the mineral sector, the lack of human and capital resources presents challenges for development. These challenges are compounded by a legislative framework that is out-dated and not tailored to its context. 

The GNWT wants to build a vibrant, diversified and sustainable economy that is friendly to investment, and respectful of Indigenous rights. Devolution has provided an historic opportunity to align the interests of stakeholders in the territory and build consensus on a world-class legislative framework that best ensures that the value for our extractive resource wealth is transformed into sustained prosperity for the people of the NWT.

The deadline to submit qualifications is March 31, 2017.
